Section GG of the MDS: What You Need to Know
The Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT) requirements are heading towards the post-acute care world very soon. IMPACT requires CMS to implement specified clinical assessment domains using standardized (uniform) data elements to be nested within the assessment instruments currently required for submission by LTCH, IRF, SNF and HHA providers. The Act requires the reporting of measures pertaining to resource use, hospitalization, and discharge to the community. The intent is to enable interoperability and access to the data to facilitate coordinated care, improved outcomes and overall quality comparison. One of these new quality measures is “Percent of Long-Term Care Hospital Patients with an Admission and Discharge Functional Assessment and a Care Plan that Addresses Function”.
In order to calculate this new measure, SNF providers will begin completing a new section of the MDS 3.0; Section GG – Functional Abilities and Goals and also an End of Medicare Stay Assessment. Section GG will be required to be completed beginning On October 1, 2016. Review the expected coding, timing and submission requirements of the Section GG and how it will be used in the Functional Measure Quality Measure.
Section GG is very different from Section G – so in each facility there will need to be time spent on training, learning the coding changes, and figuring out the logistics for compiling and submitting the data to avoid future payment penalties.

Jane Belt, Consulting Manager, Plante Moran, PLLC, Columbus; Jane Belt has been involved with long-term care for over 40 years serving as a director of nursing and a nurse consultant. She has a Master’s in Nursing and is a Certified Resident Assessment Coordinator and a Master Teacher through the American Association of Nurse Assessment Coordinators (AANAC).
