HOUSING MANAGER
Benjamin Rose Institute on Aging is a nationally recognized leader in applied research, advocacy and direct service that assist’s older adults and their families to live successfully in the community. We are currently seeking an experienced professional to fulfill the role of full time Housing Manager for the Margaret Wagner Apartments, 60 HUD, Section 202 Supportive Housing for Seniors and Independent Living Units. The Housing Manager is a member of the property management team and reports to the Senior Vice President and Chief Operating Officer of Benjamin Rose Institute on Aging.
Essential Areas of Responsibilities
Understand and perform the following components of a Certified Occupancy Specialist:
- Eligibility for assistance
- Eligibility for admission
- Marketing and Tenant Selection
- Certifying Tenant eligibility
- Calculating Tenant Rent
- Leasing, Deposits and Termination of Tenancy for lease
- Recertification, Interim Adjustments and Termination of Tenancy for Fraud
- Billing for Assistance Payments
- Excess income and occupancy reporting requirements
- Completing HUD Form 50059
- Tenant Rental Assistance Certification System (TRACS)
- Fair Housing
Understand and perform the four components of a Certified Housing Manager:
- Occupancy
- Community Management
- Maintenance
- Personnel and Financial Management
General Responsibilities and Duties
- Oversees that adequate supply levels for department are maintained and ensures no lapse in needed equipment/supplies.
- Keeps BRIA Administration informed of the activities of Margaret Wagner Apartments and any problems that arise.
- Ensures cleanliness of property.
- Ensures adequate pest control program.
- Maintains property in safe, good repair.
- Maintains a professional attitude, conduct and appearance.
- Handles information with strict confidentiality.
- Maintains a positive working relationship with all staff, tenants and vendors.
- Develops department philosophy and objectives in keeping with the mission and objectives of Benjamin Rose Institute (BRIA).
- Serves as staff liaison and provides professional leadership to the MWA Board of Directors and assigned committees.
- Oversees maintenance of all program files according to agency policies and procedures, HUD and funder requirements.
- Generates administrative reports, statistical documentation and funding accountability within specified time frame
- Works closely with all agency support departments for effective program operations and to support quality improvement (e.g. IT, Human Resources, Marketing, Accounting, etc.)
- Leads and encourages program development and collaboration with other agency programs and departments.
- Represents or assigns staff to represent Benjamin Rose on organization committees, project teams and community events.
- Collaborates with the Center for Research and Education (CRE) on the design and implementation of evaluation designs for home and community based services as needed.
- Additional projects or responsibilities to support organizational initiatives as assigned.
Job Qualifications
- 3 to 5 years Housing and/or Property Management Experience.
- Associates Degree in related field. Bachelor’s Degree preferred.
- Must obtain certification as an Occupancy Specialist or within 12 months of employment.
- Must obtain certification as a Housing Manager or within 24 months of employment (dependent upon availability and location of the course).
- Knowledge of Department of Housing and Urban Development (HUD) rules and regulations.
- Knowledge of laws and standards that apply to property management, such as Fair Housing Laws, Landlord-Tenant Law, OSHA Standards, local and state building codes.
- Experience working with older adults, strongly preferred.
- An insured car and a valid Ohio driver’s license are required.
- Drug test and background check required.
