LeadingAge Ohio actively brought forth the concerns raised by members regarding the solution Ohio Department of Medicaid (ODM) put forth for the resolution of the 9401backlog at a meeting with ODM last week. We emphasized the additional work it would take for NFs to re-submit the 9401s even if the SNFs did not have to put the information on the new 9401 forms.
Tonya Hawkins, Front Door Stakeholder Division of ODM, shared that ODM staff are trying to resolve the backlog in the most efficient and effective manner. She noted that ODM staff believes each SNF is in the best position to know what was submitted to the CDJFS and resolve discrepancies accurately and in a timely manner. Further, Ms. Hawkins stated that ODM attempted to minimize the number that need to be resubmitted by restricting the resubmission to admission, discharge, and death 9401s only to either the PAA or ODM, as appropriate. In addition, if the patient has a level of care (LOC) in MITS, the SNF does not have to re-submit an admission 9401.
There were 292 pending Medicaid applications in CRISE that did not convert properly into Ohio Benefits;ODM will begin entering these into Ohio Benefits this week. The counties have been instructed to process the other 9401s and return documentation to the SNFs. ODM has removed the FAQ document from its website as staff plans to update the document with clarifications to the process, adding questions based on the trainings conducted this week. They will also be updating the new 9401 form to include a chart to help direct providers to answers based on various scenarios. Ms. Hawkins emphasized the importance of SNFs using the nfstay@medicaid.ohio.gov mailbox for any issues or questions related to the new process surrounding the 9401, etc. instead of going to the county. Leading Age Ohio sent out an alert last week regarding the 9401 process with updates on the backlog.
