ODM releases HCBS “white paper” includes 30% increase for PASSPORT personal care

On Wednesday, the Ohio Department of Medicaid released a “white paper” outlining more specific detail on proposed reimbursement increases for Ohio’s home- and community-based services waivers, including assisted living, PASSPORT and Ohio Home Care Waiver, as well as waivers for individuals with developmental disabilities. 

The paper demonstrated the Administration’s efforts to bring personal care services to a $16 per hour rate, reflected in a 29.9% increase to PASSPORT personal care services. Other PASSPORT services slated for increases include waiver nursing (19.9%), home-delivered meals (22%) and adult day services (7%).
